Greetings!

I wish to apply for your doctoral program in Public Administration. I am currently a US Government Civil Service employee working for the Department of the Army in Europe. I have reached a point in my personal and professional development where I feel a doctoral study program would benefit both my employers and myself.

I completed my Masters of Science in Systems Management from the University of Southern California (European Campus) in the summer of 1985. In conjunction with the MSSM, I also received a Certificate in Information Systems from USC. I then applied for and received a Certified Systems Professional (CSP) certification from the Institute for Certification of Computer Professionals. I received my undergraduate degree, a Bachelor of Arts in Physics, from Hendrix College in Conway, Arkansas in 1975.

From 1975 until 1985, I was an Officer in the US Army. I was assigned to the Air Defense Artillery and had an alternate specialty in Supply Management. The last three years of my military duty was in a position as a Management Analyst and then the Management Analysis Officer for the organization where I am currently employed. In 1985, I resigned my commission in the Regular Army to join the Civil Service. I began work as a Civil Servant for the Army the day after I was released from military Active Duty, holding the job previously held by me as an officer. I currently am a Career Conditonal Civil Servant and will assume Career status in October of 1988.

I have applied for and received an indorsement from my organization's Commanding General to participate in Army-funded Long Term Training. The specific program I have applied for is the Secretary of the Army Research and Study Fellowship. The school year applied for was 1988-1989. If I am sponsored by the Army in this program, I will be eligible for six months to one year of funded research and/or study at appropriate institutes of higher learning.

In the conduct of this study, which I want to conduct at George Washington University, I would like to complete the resident requirements and thesis for a Doctoral degree in Public Admininstration with an emphasis in Goverment Information Resource Management and Productivity. I perceive the focus of my thesis to be on an integrated approach to Government Productivity Improvement and Information Resource Management, drawing from the disciplines of Public Administration, Management Science, Systems Analysis, Systems Management, Records Management, Computer Science, Human Relations, and Communication Electronics. I have been encouraged by some former Masters course level professors from USC to pursue this. They, as well as my supervisors, co-workers and career management program directors have indicated that I have achieved the requisite level of expertise,

experience, perspective, knowledge and discipline to accomplish this task. If required prior to acceptance, I am prepared to submit a thesis statement in the format you prescribe.

In the event my application is not accepted for the Army funded program, I am prepared to take a leave of absense from my civil service work to complete the Doctoral program on my own time and at my own expense. I currently have a remaining balance of 23 months of GI Bill Educational Entitlements. Twenty-two months of entitlement were used in gaining my Masters. Since my remaining entitlement must be used by 31 Dec 1989, I am uncertain as to what extent these will assist me in offsetting any Doctoral Level education expenses. I have been informed that any courses I could take here in Germany, from either Troy State University, Boston University, University of Maryland or University of Southern California, that would be accepted by your institution for credit towards the Doctoral program, could be paid for by the GI Bill. Brochures/extracts from the European Departments for each of these institutions is included herein.

I request that you indicate in your return correspondence which courses would be accepted by you from these other Universities as contributing towards the Public Administration Doctorate, to include computer, computer language and foreign language course requirements.

I would also request that you advise me on which acceptable courses are recommmended by your department in my preparation for Doctoral level studies in Public Administration.

Finally, I would request that you advise me on the opportunities for work/study programs and other financial support to offset the expense of acquiring a Doctorate without Army funding.

I am enclosing, in addition to the local university brochures, a copy of my USC transcript and a copy of my GRE test results. When required I will pursue the necessary actions to take additional tests or have the appropriate organizations send you notarized or official copies of transcripts.
