SUBJECT: Proposed DISA Integraged Concept of Operations, Enterprise Model, and Requirement Life Cycle

1. In May 1993, I submitted a proposal for a DISA concept of operations to the DDOCRS office.

2. To update you on this proposal, and how it can benefit DDOCRS, DISO, and DISA efforts to resolve the organizational challenges facing us, a series of briefing charts are enclosed. These charts are derived from those submitted in May.

3. My proposal is simply that DISA be perceived as a single system, with a single process. That single process has the customer requirement at its center, with its output being measured customer satisfaction that exceeds their expectations, continuously.

4. From this single process model, DISA may then begin the subsequent steps of modeling and optimizing the critical subprocesses in managing the customer's requirements. This modeling and optimizing could use such techniques as the DoD Functional Process Improvement Process. Included in this proposal is a model for building, operating, and maintaining the "Informing and Coordinating" subsystems of the DISA system.

5. Note that this proposal is derived from my previous work in enterprise engineering, encompassing:

resource management (financial/manpower/force structure/information resources), resource life cycle management, and budgeting;

management analysis (productivity improvement, strategic planning, strategic systems design, TQM, process improvement, structured analysis and design, organizational development, culture/business change management, project management, system integration);

customer focus (requirement life cycle management, customer relations training);

logistics management (materiel management, maintenance management, property accountability, supply management, transportation management); and

information engineering (corporate network analysis/ planning/ design/ procurement/ implemetation/ operations, Information Infrastructure management for an Army Major Command and an Army Echelon Above Corps Command), functional application development/ documentation/ training/ operations, enterprise modeling, activity/process modeling, data modeling).

6. The concepts behind this proposal have been presented to several senior people within DISA, who have expressed support for the concept. I am available to discuss this with you at your convenience.
