1. I request reevaluation and then an appropriate award and acknowledgement for suggestion #ERHD920177, "Life Cycle and Total Quality Management Integrated System. Tab A.

2. A large portion of this suggestion, as well as elements of some of my previous suggestions, have been implemented and are now being utilized by USAREUR in a computer application known as the USAREUR Information Systems Planning and Programming System (ISPPS) under the auspices of the USAREUR DCSIM Architecture Division.

a. I developed the underlying concepts for ISPPS and prototyped them, and Mr. James Bagwell then carried them forward to implementation after my departure. As a result of my initial suggestions, conceptualization, and prototype, and Mr. Bagwell's implementation, USAREUR has replaced major elements of its Information Architecture management process. I have verbally confirmed this with Mr. Bagwell. He is the contact point for ISPPS.

b. The ISPPS is a direct result of my formally submitted suggestions from 1988 and 1989 (#ERAD280055, ERAD280056, ERAD280057, ERAD280058, and ERAD290067). Note that these suggestions have never been evaluated, despite my repeated requests, nor have they been closed or cancelled. Tabs B and C.

c. ISPPS matchs #ERAD280057 very closely. I estimate the tangible cost avoidance resulting from the implementation of the ISPPS to be $49,700,000.00 over five years, on a development cost of $42,000 and two manyears. This 100,000% return on investment is possible because my suggested concepts were utilized. From my experience as a management analyst, systems analyst, manpower manager, force structure developer, position manager, information engineer, information management planner, and information architect, I believe these numbers are realistic. Tab D. If ISPPS, TAPES, TAPES concepts, or any adaptation is utilized outside USAREUR, I will seek additional levels of awards and acknowledgement.

3. I built the prototype for the ISPPS while assigned to Architecture Division, DCSIM USAREUR from 1990 till 1992.

a. I had presented the underlying concepts to the DCSIM Architecture leaders in 1989, based on my 88/89 suggestions.

b. In 1990, USAREUR DCSIM, Architecture Division asked me to build a prototype to demonstrate these concepts. I was detailed and then assigned to USAREUR DCSIM for this task. COL Joseph Boling, Mr. Floyd Leighton, and Mr. Jim Bagwell of the DCSIM Architecture Division were my supervisors in this endeavor. They have acknowledged in writing that the prototype effort was generated directly from my suggestions. Tab C, Enclosure 4. and Tab E.

c. The prototype for the ISPPS was known as TAPES (Total Architecture, Plans, and Execution System). TAPES is an operational prototype of what I'm suggesting in #ERHD920177, a summation of further conceptualization, design, and prototyping from 1990 until 1992, accomplished with assistance from the Architecture Division staff.

d. I departed USAREUR in May 1992 due to downsizing. TAPES was then carried forward, and the ISPPS was then implemented from the TAPES prototype by Mr. Jim Bagwell and his staff between 1992 and 1994. The ISPPS provides about 30% of the potential functionality of TAPES.

4. Your August 1992 suggestion disapproval (Tab A) stated that your ..."office had no record of a requested need for a data base program as described in this suggestion. No 26th ASG activity has requested the development of or submitted a Requirement Statement (RS) for the suggested type of software program."

a. In fact, a requirement statement had been prepared and submitted in 1991 by the USAREUR DCSIM, Architecture Division for exactly the capability I had suggested.

b. This RS resulted in the development of an operational prototype of the capability, the preparation and submission of a Functional Description to Army DISC4, the acceptance of the suggested capability as an Army MACOM Internal Services Module (MISM), and the inclusion of the functionality described in my suggestion into the Army SBIS (Sustaining Base Information System Phase II RFP) Tab F., and the Army DOIMIS (Director of Information Management IS) and DoD ADAPT (Architecture Design, Analysis, and Planning Tool) applications.

c. My suggestion ERHD920177 was my attempt to claim my rightful award and recognition as the originator and developer of these valuable concepts. From the time of your August 25, 1992 disapproval of my suggestion, I have waited for a tangible form of implementation before requesting reevaluation. That tangible form is now in place in USAREUR as the ISPPS.

5. I see the functionality and even the underlying structure of my concepts in place in several Army and DoD efforts. I myself am implementing a "Quality Management" variation of TAPES for a DoD Agency. I hope you will handle my request fully and expeditiously.
