PROPOSED DMR 918 TRANSITION STRATEGY

1. Recommendation: Implement DMR 918 by building a DoD/DISA Total Architecture, Plans, and Execution System (TAPES) (Enclosure 1) to:

(a) collect baseline data and conduct the resource analysis for the implementation of DMR 918,

(b) provide a new paradigm for managing the DoD information architecture/structure/infrastructure as a single unitive entity,

(c) provide a single integrated and networked management environment for DMR 918 transition implementation and subsequent DoD/DISA operations and administration,

(d) create an integrated and networked environment to enable continuous improvement activities (e.g., TQM, Customer Relations, Functional Process Improvement, Data Administration, Central Software Activities) in the post transition DISA),

(e) create a baseline inventory of DISA, DoD, and non-DoD customer information architectures for modernizing and harmonizing their various local and regional infrastructures.

2. A TAPES is a network-directory-enabled application which serves as a corporate management repository, by which functional software unit applications may be built and operated, all within a single database environment. (Enclosure 2)

3. To implement the DoD/DISA/DMR 918 TAPES (Enclosure 1 and 3):

(a) identify and define DISA post-transition strategic vision (task 4.1.) (encl 3-1),

(b) identify and define product delivery (customer relations) values and their quality characteristics (task 4.2.) (encl 3-1),

(c) identify and define affected standard products (goods and services) and their quality characteristics (task 2.1.) (encl 3-2 and 3-3),

(d) identify and define affected standard processes and their quality characteristics (task 3.1.) (encl 3-3),

(e) identify and inventory affected structures and their quality characteristics and customers (task 1.) (encl 3-3),

(f) build an X.500 type DoD/DISA network directory using the above data (encl 3-4),

(g) build the DoD/DISA TAPES using the above X.500 directory and data (encl 3-4, 3-5 and 3-6),

(h) perform the DMR 918 resource analysis by querying the TAPES (encl 3-4),

(i) prepare budget documentation using the TAPES (encl 3-4),

(j) change program resources using the TAPES (encl 3-4),

(k) execute the transition and post changes to TAPES (encl 3-4), and

(l) operate the post-transition DISA as a single integrated entity using the TAPES as a transaction and analysis data environment, and as a integrating environment for existing software units (encl 3-4).

4. Subsequent to DMR 918 transition (encl 3-7):

(a) measure the production values of product, process, structure, and delivery quality characteristics,

(b) measure the customer's satisfaction with product, process, structure, and delivery quality,

(c) constantly seek to decrease variation in products, processes, structure, and delivery to enable continuous improvement by forming ad-hoc Product Improvement Teams, Process Action Teams, and Staffing and Structure Teams,

(d) provide and support a continuous improvement culture by maintenance and utilization of TAPES,

(e) incrementally transition the existing base of functional software units into the TAPES environment and operate and administer the enterprise as a single entity (encl 3-8).
