Attached is a copy of the scripted TAPES briefing which we discussed
on 2 June 1992.
In reviewing the DNSO Vision and Mission statements, and the DISA
V21/TQM Strategic Initiatives, I believe TAPES can be applied in
several ways to the needs of DNSO, within my overall duties of
Organizational Development.
Function/process modeling for DISA/DNSO reorganization/evolution
into a fully integrated Functional Structure, as part of the
Culture MFA.
TQM Process Action Team process decomposition and improvement,
and a tool to aid in Systematic Process Improvement.
Identification/refinement of Customers and their requirements,
and the flow of products/services into, within, and from DNSO.
Life cycle management of customer requirements with continual
customer, developer, and provider interaction.
In addition, TAPES could be applied in the following ways to DNSO or
for DISA as a whole.
Automated Agency Information Center, Directory, and Answering
Service (single source of information about Locations,
Organizations, Production Units, Functions, Processes, Resource
Configurations, and Resource Life Cycle Management, and the
relationships between them).
Provide a new integrating DoD/DISA corporate networked
management environment as an information network service.
Provide a single networked management system to aid the
integration of all eight DISA Strategic Initiatives and to
facilitate their implementation.
Provide a dynamic Business-Case/Functional-Economic Analysis
tool for DISA/DNSO functions and processes
Serve as a common DISA/DNSO tool to identify information
sources, subject area experts, and who is taking action on
agency tasks and transactions, and to track the chronology of
those tasks or transactions.
