I seek individuals or companies to help me implement and deploy a directory-centric and certified-permission (DCCP) application environment of my design.

I've spent the last 15 years of my 20+ year government and commercial career as a corporate level manager, business analyst, information engineer, and technologist in designing a "dynamic enterprise" MIS that integrates the value (product/service) chains of its users. From this environment, applications can be quickly built or integrated for dynamic enterprise management (e.g., strategic management, integrated BPR, crisis/response/contingency management, context and collaboration management, C3I, corporate knowledge base, "Smart" enterprise, integrated OLTP and OLAP, EC/EDI, enterprise resource planning/management).  Now I need someone to help me build it and market it. I'm willing to license the design for internal use, commercialization, or both.

The design has been well received and adopted as a standard enterprise management approach by several government organizations, but has only been partially implemented. Recent technology advances lower perceived and actual effort required to build and maintain this capability, and I think executives, managers and their IS support will now have a better understanding and appreciation of what the design offers.

The technical skills required are: programming language (C++ or preferably Java), database (SQL, ISAM, and/or Notes), TCP/IP, Web (HTTP, SSL, HTML/XML), Security (X.509, X.500/LDAP), Electronic Commerce (EDI, Catalog, Profile, Privacy) and OLTP/OLAP.
