17 Dec 92BRIEFING INTRODUCTION

PURPOSE: To present a paradigm from which to develop productive organizations. This paradigm is a capstone model for integrating business reengineering, business process improvement, organizational development, and continuous quality improvement for any type and size of networked organization.

SITUATION: If you answer yes to any of the following questions, if you have a need for these capabilities and all they entail, the attached presentation will answer how these capabilities can be implemented in the near term.

1. Would a management approach that enabled responsible persons to have detailed and current awareness of their area of responsibility and the dynamic situations within and around it, much like a command and control system, be worth examining?

2. Would the benefit gained from a single approach that integrates and simplifies:

Strategic Planning,

Information Resource Management,

Financial Management,

Manpower/Position Management,

Training Management,

Operations (C3I),

Resource Leveling and Distribution,

Realignment/Reorganization,

Supply/Equipment Management,

Network Management,

Organizational Development for Human/Business Change Management,

Total Quality Management for Continuous Quality Improvement,

Corporate Information Management for Business Reengineering,

IDEF for Business Process Improvement,

Customer Relations,

Other Functional Management,

Corporate Directory/Locator/Encyclopedia/Dictionary/Inventory,

Requirement Life Cycle Management, and

Internal Management Control

from a single secure pool of distributed data, with a corresponding reduction in administrative and operational overhead costs, and a corresponding synergistic increase in productivity, justify the cost of implementation?

3. Would improvements in quality achieved with a management approach that enabled every member of an organization to understand their role and to see its importance within the larger framework of the organization mission, thus giving them partial ownership in organization performance and the capability to achieve their higher individual potential, draw out their required commitment to change?
