I request that suggestions ERAD280055, ERAD280056, ERAD280057, ERAD280058, and ERAD290067 which I submitted in 1988 and 1989, be reevaluated based on their partial implementation by the following agencies.
Portions of these suggestions are now being implemented or reviewed for implementation by:
the US Army Information Systems Engineering Command (Army Information Systems Architecture Strawman),
HQDA DISC4 (Total Architecture, Plans, and Execution System - TAPES adaptation to use in managing Geographic/Technical Architecture),
the US Air Force Integrated Computer Aided Software Engineering (ICASE) project (Statement of Work, Appendix 10, I-CASE Specification, Paragraph 10.3.2.3.)
the Defense Information Systems Agency, Center for Information Management, (adaptation of TAPES to aid in the implementation of the DoD Corporate Information Management process),
and the Department of Defense Corporate Information Management initiative (implementation of TAPES would satisfy the first seven of eight CIM strategies)
Total Quality Management.
Correspondence on these suggestions is at enclosures 1 through 4. Copies of the Suggestions' text is at enclosures 5 through 9, with brackets and annotations indicating those portions associated with the above initiatives.
I believe none of the above initiatives were in place when the suggestions were submitted. A review of the history of these initiatives, compared with my submission dates, would validate this. Current terminology is not always utilized in the suggestions, because when I conceived of them, there were no terms for many of the things I recommended. But from my current work assignment, I know that some of the ideas in the suggestions have reached both the DA and DoD level, because I have personally provided them to personnel from these activities, or have incorporated them into my work efforts, which were fed into these initiatives. The functionality I suggested is being implemented. (See Enclosure 4 which was never posted, but was held pending this document's submission.)
Note that if these suggestions had been reasonably, rather that bureaucratically, handled by V Corps and USAREUR, they would have been formally forwarded to the appropriate Office of Primary Interest (OPI), as I suggested, and substantial savings to the government and the American taxpayer could have already been realized. The fact that the above initiatives are in place, three and four years after my detailed suggestions, validate this. "No power on earth can suppress an idea whose time has come", to quote the sage.
